In the past, getting signed-up to the Steem blockchain is a frustrating process that someone has to go through.
And if an applicant don't know anyone who is an existing Steem user, that person is basically invisible, who knows nothing on how or who to talk to about his/her application. The worst part is the waiting period which is about 1 to 3 weeks.
There was a time when I helped a friend on her account application, at that time, she's been waiting for about 2 weeks and no confirmation from steemit yet. As a way for me to help, I had to contact one of the witnesses (through steemit.chat) to help me get into the other witness who's in charge for the account creation issues.
I basically told them that I vetted the applicant and gave them the assurance that the person applying for the account is legitimate.
