In the 3rd week of August, I was at a Daiso store in Punggol and I saw they started selling Halloween stuff already.

The following week, in another Daiso store at Chinatown Point, they have even more Halloween stuff.

It's only a few more days but I'll be missing out going to the only place in Singapore you can feel the Halloween spirit for free.
